Goa is on the path to becoming a significant cargo and cruise destination, thanks to collaborative efforts by the Central and State Governments. Under the Sagarmala Scheme, Goa will house an international and domestic cruise terminal alongside a ferry terminal.
The centerpiece of this transformation is the development of an International and Domestic Cruise Terminal at Mormugao Port. With a project budget of ₹101.72 crores, the terminal is slated for completion by March 2025. This initiative, spearheaded by the Ministry of Ports, Shipping, and Waterways, also includes detailed project reports (DPRs) for nine coastal jetties to increase cargo capacity, reduce road traffic, and improve inland transport.
Efforts to enhance cargo operations involve new terminals, expansion projects, upgraded connectivity, modern equipment, and financial incentives like subsidies and reduced fees for coastal shipping. In addition, the Cruise Bharat Mission, launched in 2024, aims to elevate India’s presence in the global cruise tourism market.

The economic ripple effects include job creation across sectors such as transportation, hospitality, retail, and tourism. Local businesses stand to gain from increased revenues, while enhanced ferry and Roll-on/Roll-off (RoRo) services promise improved connectivity for the region.
Union Minister Sarbananda Sonowal emphasized these developments in a written reply to the Rajya Sabha today, reiterating the government’s commitment to boosting Goa’s economic landscape.
